Sharing questions and discussions here might create a space where folks can check in about projects they are starting or maintenance suggestions made by other residents.
Though the building has a Facebook group where this information is often shared, the knowledge, tips and tricks, become lost in the group thread. There are also many folks in our building who do not use Facebook for many reasons and are left out of the loop.

Good questions! As far as legit spots for these things, I don't know of any. Though, there are some options. Near the doors of the bike room there are plugs, that is a spot I would plug in an extension cord for a vacuum and run it to a spot in the garage to do cleaning (the tool library has an extension cord that might work for this). There are also a few spots in the garage where there are hose connections on water lines that read "non-potable water". If you had your own hose, and wanted to hose something off for a short time, I bet you could get away with using one of these connections (just don't drink the water).
As far as spray painting, that is always a tricky one. I know the Daniels Artscape building on Jarvis has a spot this could be done, but then you are facing the monthly fees to access the space. They do have occasional bursaries available so you can access that space for free for about 6 months to try it out. If you aren't using spray paint a lot I would personally wait for a nice day and find a place outside near a construction site to do some spraying with the drop cloths.
As you likely know, doing any spray painting on your balcony or in the stairwells here (people in apartment buildings often use the stairwells for this) will have a large negative impact on your neighbours. There are definitely people living in this building that would be sensitive to that.
